FATF更新黑灰名单（2026年2月）

2026年2月13日，国际反洗钱反恐怖融资权威组织FATF（Financial Action Task Force on Money Laundering，金融行动特别工作组）通过官网公布最新一期名单。其中：

· 黑名单未变。

· 灰名单增加两个国家，分别为科威特（Kuwait）、巴布亚新几内亚（Papua New Guinea）。

2024年至今，FATF灰名单共计移出15个国家，列入14个国家。

黑名单

截至2026年2月14日，FATF黑名单共包括朝鲜（Democratic People's Republic of Korea ）、伊朗（Iran）和缅甸（Myanmar）三个国家。三者同属黑名单国家，区别在于FATF针对朝鲜和伊朗，呼吁采取反制措施（to apply countermeasures）；针对缅甸，FATF呼吁采取与所产生风险相匹配的强化尽职调查措施（to apply enhanced due diligence measures proportionate to the risks arising from the jurisdiction）。

灰名单

截至2026年2月14日，FATF灰名单共包含22个司法管辖区，分别于以下11个时间点被列入名单。

①2026年2月：科威特（Kuwait）、巴布亚新几内亚（Papua New Guinea）

② 2025年6月：玻利维亚（Bolivia）、英属维尔京群岛 Virgin Islands (uk)、海地（Haiti）

③ 2025年2月：老挝（Lao Pdr）、尼泊尔 （Nepal）

④ 2024年10月：阿尔及利亚（Algeria）、安哥拉（Angola）、科特迪瓦（Côte d'Ivoire）、黎巴嫩（Lebanon）

⑤ 2024年6月：摩纳哥（Monaco）、委内瑞拉（Venezuela）

⑥ 2024年2月：肯尼亚（Kenya）、纳米比亚（Namibia）

⑦ 2023年10月：保加利亚（Bulgaria）

⑧ 2023年6月：喀麦隆（Cameroon）、越南（Vietnam）

⑨ 2023年2月：叙利亚（Syria）、也门（Yemen）

⑩ 2022年10月：刚果民主共和国（Democratic Republic of the Congo）

⑪ 2022年6月：南苏丹（South Sudan）
